    That's only really in the second film.

    In the first film, his fear chemical was tested on the patients at Arkham. It worked for him because there was a large number of subjects and he had an easy alibi if someone asked why they were freaking out. That being that they're insane, that's what they do.

    Between the two films, after he himself had gone insane and thus become obsessed with the idea of fear, he was on the run from the law and needed new subjects to test his chemicals on. If Gotham Knight is to be believed, he tested it on the homeless and the "scum" of Gotham, as well as Killer Croc. And, of course, Batman put an end to that as well.

    His appearance as a drug dealer in The Dark Knight makes sense because it's another profession that gives him a large number of subjects as well as an easy alibi that wouldn't lead the police to finding him: they're drug addicts, they freak out when they're on this stuff. What he didn't expect was that some kid with a promising future would take a hit of his stuff at a party and get scared to death (literally) and end up on the news or that the addicts that would normally buy the drugs would get sick of having terrifying hallucinations, thus making the mob confront him personally about it, which would in turn lead Batman to him.

    I disagree, Ryan did a good job of him, he's still as disrespectfuly and mouthy as I remember.

    cause the limp bizcuit that was incharge of making him didn't like him mouthing off and thus stiched his lips shut. Post credits however the stiches where gone
